Remember the infamous Council on Foreign Relations panel where Joe Biden boasted that he was going to withhold a billion dollar loan guarantee to Ukraine if the state prosecutor wasn’t fired? While also implying that Barack Obama was in agreement with the withholding.
A newly declassified CIA Information Report sheds new light on the December 2015 trip taken by Vice President Biden and confirms The Gateway Pundit’s earlier reporting on the Burisma contract Hunter Biden entered into with Blue Star Strategies, which came directly from the youngest Biden’s emails.
In May 2023, The Gateway Pundit reported on a contract proposal between Hunter Biden and Rosemont Seneca, Clinton-ally Sally Painter of Blue Star Strategies, and Vadym Pozharskyi of Burisma.
The emails began on October 31, 2015, with a message labeled “Fwd: Revised Burisma Proposal, Contract and Invoice.” This conversation was initiated a little more than a month before Joe Biden’s December 7th trip to Ukraine.
During the negotiations, on November 2nd, Pozharskyi sent a reply that said “…the suggested scope of work is largely lacking concrete tangible results that we set out to achieve in the first place” and that “…it doesn’t offer any names of top US officials here in Ukraine (for instance, US Ambassador) or Ukrainian officials (the President of Ukraine, chief of staff, Prosecutor General) as key targets for improving Nikolay’s case and his situation in Ukraine.” “Nikolay” appears to refer to Mykola Zlochevsky, the CEO of Burisma at the time.
The email continued:
I would like us to formulate a list of deliverables, including, but not limited to: a concrete course of actions, incl. meetings/communications resulting in high-ranking US officials in Ukraine (US Ambassador) and in US publicly or in private communication/comment expressing their “positive opinion” and support of Nikolay/Burisma to the highest level of decision makers here in Ukraine: President of Ukraine, president Chief of staff, Prosecutor General, etc
The scope of work should also include organization of a visit of a number of widely recognized and influential current and/or former US policy-makers to Ukraine in November aiming to conduct meetings with and bring positive signal/message and support on Nikolay’s issue to the Ukrainian top officials above with the ultimate purpose to close down for any cases/pursuits against Nikolay in Ukraine.
There’s only one U.S. official at the time higher ranking than Joe Biden. And according to Biden’s comments at the Council on Foreign Relations, the withholding of a $1 billion loan guarantee to influence the case against Mykola Zlochevsky was approved by Obama.
Two weeks later on November 18th, Pozharskyi emailed back that he had signed the “BS” (Blue Star Strategies) agreement and was wiring a “60 ths retainer” that day.
Pozharskyi also requested a conference call to “advise us as to the foreseen action plan for November – December 2015”.
On December 2nd, there was a White House conference call to discuss Biden’s upcoming trip to Ukraine. According to the email, Blue Star Strategies obtained the minutes of the call and included them in an attachment shared with Burisma.

CIA Declassifies Crucial Report Related to Trip
On Tuesday, CIA Director John Ratcliffe announced that the Agency had declassified an information report that sheds light on Biden’s December 2015 trip to Ukraine.
The report subject was “Reactions of <redacted> Ukraine Government Officials to Early December Visit of Senior United States Government Official.”
The report claims Ukrainian officials within then-President Petro Poroshenko’s administration expressed “bewilderment” and “disappointment” regarding the Vice President’s trip to Ukraine on December 7th and 8th.
The report reads:
After the visit, these officials assessed that the Vice President…had come to Kiev almost exclusively to give a generic public speech, and had no intention of discussing substantive matters with Poroshenko or other officials within the Ukrainian government.
And a generic speech it was. Biden invoked the Orange Revolution and the Maidan Revolution, two CIA-backed colour revolutions used to ouster Russian-aligned leadership and install new leaders favorable to the U.S. and it’s NATO allies. In the case of President Yanukovich, following the Maidan, his ouster was done unconstitutionally without the required votes in the Rada.
Biden did mention $2 billion in loan guarantees and $760 million in U.S. assistance already provided, however, there was no specific mention of a quid pro quo of firing then-Prosecutor General Viktor Shokin, who was investigating Burisma for corruption allegations.
In February 2016, Shokin seized Burisma CEO Mykola Zlochevsky’s assets. One month later, he was finally fired.
The report continued that the Ukrainian officials had anticipated Biden discussing “personnel matters” with Poroshenko and anticipated him advocating either “in support of or against specific officials within the Ukrainian government.”
As Biden boasted at the Council on Foreign Relations, this conversation did occur, and even invoked the then-President’s name as being in agreement. However, it is unlikely that this conversation would have taken place in any public forum given its criminal implications.
The email evidence of the Burisma contract from the Hunter Biden laptop suggests that Joe Biden, as Vice President of the United States, flew to Ukraine in his official capacity to fulfill a contract on his son and Clinton-aligned Blue Star Strategies’ behalf, by calling for “high-ranking US officials” to express a “positive opinion” to Ukrainian government officials, up to and including the President of Ukraine, for the CEO of a company his son was a board member of.
The “generic speech” was just the cover.
But Biden took it a step further. In his own boastful words, he coerced the Ukrainian government into firing the Prosecutor General in order to obtain a $1 billion loan guarantee.
The CIA report further showed that following Biden’s trip, Ukrainian officials “mused” about media scrutiny of Biden’s family connection to “corrupt business practices in Ukraine” as a “double standard in the United States” regarding “corruption and political power.”
